Conclusion of the Humanitarian Action and Recovery Conference for Syria

The Conference on Humanitarian Action and Recovery for Syria concluded its sessions between 1 and 3 December, with wide participation from local and international organizations. The Civil Society Organizations Platform in North and East Syria (NES NGO Platform) took part in organizing the conference, with support from its international partners: HELP, ICVA, and Syria Localisation Lab.

The NES NGO Platform, represented by its coordinator Ronaz Alali, participated as a member of the conference’s preparatory and coordination committee, alongside several civil networks and platforms from various Syrian regions, under the leadership of HELP and the German Federal Foreign Office. During the intervention, the Platform’s representative presented the key challenges facing civil society organizations in North and East Syria, including licensing difficulties and the rejection of registration for organizations with Kurdish names, the marginalization of the region in funding, the absence of genuine partnerships with international and governmental entities, restrictions on movement and associated security concerns, the need to depoliticize civil work, the issue of forced displacement in Afrin, Ras al-Ain, and Tell Abyad, the ongoing water crisis in Hasakah for more than six years, and the widespread destruction in Raqqa and Deir ez-Zor, along with the urgent need for serious funding for infrastructure and early recovery programs.

The NES NGO PLATFORM affirms that these challenges constitute core priorities for ensuring fair funding, sustaining civil society efforts, and strengthening local leadership across all Syrian geographies.
