US, Russia and the Syrian Constitution

2020-01-20
Author: Ahmad Hamo

Turks, Iranians and their temporary ally, Russia, had enabled Russia to terminate the revolution demanding bread and freedom, and transform it politically and militarily into a movement against all human values.
The legal representatives of the Syrian people are gradually becoming dirty tools in the hands of the foreign authorities. Since 2015, the Russian role has begun to significantly emerge on the Syrian scene, with clear Iranian and hidden Turkish blessing at the beginning, until the emergence of "Astana" as one-party temporary umbrella, hostile internally between the three parties. The political history of enemy allies allows them to walk together only few steps in Syria, and the conflict has already become evident between the three parties on the Syrian territory. Unlike Obama, the advent of president Trump has fastened the understanding with the Russians regarding the political solution in Syria. The presence of the American and Russian tanks and armored vehicles in the one-Kurdish village in Rojava, (the same thing happened in Berlin in 1945 after Potsdam Agreement between the allies of World War II),is decisive evidence of the Russian-American agreement of the Syrian political solution, including the situation of the Kurds in the north.
This agreement has given the rise to the first formal step to form the Syrian constitutional committee, in which the Syrians will not agree even on a single item in the constitution as long as both Iran and Turkey are present militarily and politically on the Syrian scene.
This is what the Americans, Russians and Israelis have been working collaboratively to end the presence of Turkey and Iran in Syria, starting with the Persians and then the Turks who are currently in the region within the plan of pressing SDF to break the relationship with Qandil (Erdogan is attempting to use this to strengthen his influence internally through external occupation and alienating “Qasd” from Qandil). Therefore, it became a resolving priority for the Russians and the Americans to draft Syrian constitution project since the Syrians are unable to do so.
The Russian draft for the Syrian constitution has been prepared for more than two years, and it is currently in circulation between the two superpowers and others to see the light after progressing in practice in relation to Persians and Turks. According the leaks, the Russian constitution draft was generally accepted, especially in the basic provisions, and the American contribution to its discussion, which in my opinion, will advance the project for better.
What matters for Syria today is reaching a stable peace status, where there exists no blood, no destruction or migration; the international determination (America, Russia, Europe, and the Gulf) has become an indeed reality.
The support rise of the Syrian Kurds' rights in the Russian draft of the constitution was a new concept for the Russian position, by adopting federalism as an accepted political system to Syria and later retracted by Turkish, Persian and Arab tensions; I mean, federalism is nothing except for a tactical step, however, they continue emphasizing, to this day, the need for the future Syrian constitution to include the legitimate rights of the Kurds in Syria. In addition, there is no solution in Syria without the effective participation of the Kurdish people; It is a principled Russian position and apparently not immediate. The Russians, like others, wish to benefit from the Kurdish card in the East, which has become a strain on everyone at the moment, and is becoming more significant in the midst of the current East conflicts.
